The experience accumulated over the first six years of the foreign debt problem (1982- 1988) allow us to reach a basic conclusion: the methods applied up to 1988 to deal with the DCs’ foreign debt problem (and particularly that of Latin American countries) could not produce a lasting solution.
This negative result made imperative the search for a more realistic way to handle the debt problem, achieving a more equitable distribution of burdens and sacrifices among the parties. In this paper we analyzed different proposals that had been presented at that time in order to determine the most appropriate route to the achievement of that goal.
